GTMetrix and Pingdom (we really hate them) are very familiar, they provide detailed reports on your website in terms of page load speed and other performance affecting factors. Google Page Load speed tool helps us a bit to analyze the issues along with solutions.

Website optimization is much possible when the website is developed from scratch rather than WordPress. There are certain limitations in controlling the source files like JS, CSS when it is through third party plugins. The server also plays a big role in making website optimized.
